Referring to your letter of the 5th instant, No. 39607,

I am directed by the Postmaster General to forward to you

herewith a further copy of the circular letter issued by the

International Bureau of the Postal Union on the 5th of September

respecting the conveyance of mails to the Far East by the

Trans-Siberian route.

With regard to the question raised by the Commissioner of

Wei-hai-Wei, in the despatch of which you enclosed a copy, as

to the possibility of making that place a port of call for

steamers carrying mails to and from Shanghai in connexion with

the Siberian Railway, I am to acquaint you, for the information

of the Secretary of State for the Colonies, that the Postmaster

General will not fail to bear the suggestion in mind. He does

not, however, at present see any prospect of being able to give

effect to the Commissioner's wishes. The arrangements for the

onward conveyance from Dalny of mails brought to that terminus

by the Trans-Siberian Railway rest entirely with the Russian

Authorities; and it does not seem likely that the Russian
